I think I put this into IC/VC - should work both ways. I'm almost
done with the sending part actually. Receiving is not too complex
either. This will enable OPML exchange over OBEX, not NewtSync (sync
is not that interesting to me right now...). But now I'm off to my
vacation :)

PS: In case anybody with some hacking skills is interested in adding
new transfer formats, IC/VC is generally a good starting point (take
a look at the vCardFormat template).
