I have a 3com wired Ethernet card which I know is recognized because I
am able to ping it from windows xp when I try to connect using
Nethopper. I also have an Orinoco gold, 16 bit, wifi card which is
recognized and does work with the Newton 2000 (upgraded to 2100) but
which cannot be pinged or seen from windows.

Two standard windows Ethernet lans, (at home and at work) using a
netgear router. One uses a netgear USB wifi plug-in for the wireless
connection; the other has a wifi receiver/router. both also have a
netgear wired router which the Newton ties to. I know I can connect to
the internet via windows xp using a proxy (I've done it with a Sony Palm
handheld and a Windows CE 2.11 HP small laptop, a Jornada 820) and I can
browse the windows xp box from both the Sony and the HP devices. I don't
use DHCP, and manually set all parameters. (Therein lies a question: I
have the parameters sorted out for the Sony, HP and WinXP: are there
significant differences when I go to the Newton?)

As I said, I can ping the newt on the wired Ethernet; can't with
wireless. I cannot access the internet with either. I cannot use the
Newton utility TCP/IP connection for NCU with either wired or wireless
cards. I cannot see anything on the XP box nor can I see onto the Newton
from the winbox with either.
I've done a brain wipe and installed all the drivers etc as per
instructions here and elsewhere. Three times, now. I would like to be
able to use NCU across the network, or, drop files using Ethernet (there
are utilities that seem to say they can do that). I'd like to surf via
the windoze box either wirelessly or wired. I'd like to be able to surf
the web when I'm at the local library, using the connection there, via
wireless.
I need ultra clear/obvious/low-IQ/idiot proof/line by line instructions
on each/every setting for internet connection on the newt, card
connections, etc etc and on the windoze box etc etc etc /ad nauseum/.
I know a bit about networks; I sort of understand the terms. But I
simply cannot get the newton to play in the sandbox with the other toys.
