[NTLK] spoke too soon

Here's a puzzle.
I can back up the newt to Basilisk.
I cannot install RTF files to works or any packages.
The "mac" connects to the newton, NCU works, and it shows files
exporting--but it's very fast and no file shows up on the newt.
Operator error is the likely problem.
Any suggestions on where to start looking?
Ethernet, cable, to Mac/Basilisk on Winxp box.
