Yeah,
I would think that you conclusion is probably close to what it might be.
I would further venture to hypothesize that it does this but ALSO that
it might be -
A portable solution to write code where you can transfer to and from a
desktop computer the code you are working on...

By what Frank describes I would say that thoughts on it which I also
contemplated might be correct... but the gap after you tap the icon
could be it wanting to process a data file OR that it's trying to
communicate with a desktop bet eventually fails for whatever reason
because it's not able to get what it's looking OR waiting for.
