Both of those extensions and control panels are there.

 From what I read I was told to use the TCP/IP control panel and
connect via Ethernet and configure using DHCP Server

The disk image I got had iCab but it crashes upon selecting the link
to update, which it displays shortly after launch so I am sort of
stuck. Really though I would just like to use NCU as a depository of
my Newton data.
