[NTLK] OT trouble shooting rechargeable batteries

Sorry, I know this is Off-Topic but...

I'm trying to figure out how to troubleshoot some DeWalt batteries and
Chargers. Right now I have 15 12v batteries that read as "problem with
battery" in the charger.(the rapidly flashing light, for those who are
familiar with the chargers) Now I need to figure out how to test if the
chargers are faulty. Any suggestions?
