That would be section 1201, Circumvention of copyright protection systems.

One problem - if you could make it look like section 1201 subsection
f paragraph 2 applies, how do you apply it to a work of someone
residing in Japan? Worse yet - how does someone from Alberta, Canada
apply an American law on a copyrighted work from Japan so that
someone from Germany can come up with a workaround to GIVE the work
to someone in Australia?

I think the best idea is to somehow get ahold of the author,
determine an outright buy price, pass the hat, see if it is workable,
publish the source code.
