I'm running 10.5.2 on my single-CPU G4 MDD and have successfully used NCX to connect my Newton 2100. I don't have a Keyspan USA-28XG though (just plain USA-28), but I noticed that the Newton made the connection only after I typed this line into Terminal:

defaults write com.newton.connection BaudRate -int 115200

as indicated on p. 7 of the NCX Guide. With Escale it used to work without.
