My experience in OSX has been the opposite. I have no header files,
but have the libraries. Sometimes, I have gotten configure to work by
telling it that these libraries are static files. I forget the exact
syntax at the moment, and I don't have anything to compile at the
moment to verify the syntax, but if you type configure --help you
should be able to find the syntax do try doing a static iconv to see
if that will work.
