I've never used NOS 1.3, but I do recall seeing packages which were
intended to show more than 30 icons in Extras. I took a look this
morning, and found a package called 'ExtrasMgr'. From the readme file:

        ExtrasMgr is an Apple Newton(TM) utility that facilitates the organization
        of your Extras Drawer. Three main objectives guided this application:
        
        A) Allow access to all installed applications in the internal and
                   external stores.
        
        B) Provide a shortcut way to get to your most frequently used appli-
                   cations via a button in the Notes application.
        
        C) Provide additional ways to view your applications lists by allowing
                you to organize your applications in folders and by using the
                sorting order of your preference.

I found it on the Newton Museum DVD image. I also did a quick Google
search, and fount it here:

Maybe there is something else there, as well. If you are using Windows,
you'll need a copy of Stuffit Expander.
