The $99 are OK. I paid $400 for the WindowsMobile SDK which hurt a lot
more. But it bugs me that I won't be able to distribute except through
the Apple store. At least it is possible to create Freeware, but I
doubt that a Newton Script interpreter would make it through the Filter.

But there is still the unofficial gcc toolchain which works just fine,
minus any documentation.
