It appears that "EEunprotect" aka "unprotect" on UNNA is the right move.

Subject: [NTLK] Copy Copy Protected Stuff to Card?
I have a 2100 that probably needs a brainwipe. I want to move everything to
a 16mb PCMCIA card. Most everything is there except for things that are
"copy protected". I am sure things can be moved - so how?
I found this in the thread archives -
http://www.newtontalk.net/archive/newtontalk.2003-09/1367.html - that talks
about a full backup/restore, but that's not what I want to do. I just want
to get criticial stuff off of the system, wipe it, and then selectively
re-install stuff.
Thanks.
