[NTLK] Adding countries...

Hi again,
        I searched on the archive for this and got a "kind of" answer
- is it possible to add countries to the clock?
        I want to add Belgrade, Serbia to it and can't seem to make
it work. The answer I read mentioned Add
Locale under "Cf Programmer's References Chapter 17".
       Is there an easy way to do this or will I have to dig deep
into the green depths of code?
