Your recollection seems to be correct.
I just tested.

If the 2x00 is off/sleep mode it will come on when the serial dongle
is inserted.
I just tested and if the 2x00 is awake/on and the serial dongle with
keyboard attached is inserted, the keyboard is recognized.
If the dongle is inserted first then the keyboard attached to the 2x00
while awake/on it is not recognized till turned off then on.
