[NTLK] Name of package

I was browsing UNNA a while ago and ran across a package that, among
other things, allowed you to drag NOS 1.0 apps by their title bar.
Unfortunately I don't remember what it was called, and the feature list
interested me beyond that one. Does anyone know what package I might
have seen?
