[NTLK] Fix2010 Background Information

Hello!

I've started a Wiki page at SourceForge to describe in a bit more
detail what the Fix2010 does, and how some of the problems might be
caused:

The fix should in the end work out fine, the main issue seems to be
the boundary condition of moving from one hexade (1993-2009) to the
next (2009-2025). This seems to need a bit more debugging. In the end
I'm quite confident that we will be able to use our Newtons until
2920 :)
