If I understand correctly, making those clear cases isn't that difficult, is it? When I say "not difficult," I mean from a technical perspective.
From what (little) I understand, it's not necessarily technical barriers that have hampered such a project in the past, but pecuniary ones. I guess I've never been entirely clear on why such a project has never gotten off the ground (at least on the US side).
