Seriously, supposing anyone wanted to buy something from them, how are we
supposed to interact with them while their website is such a mess?  I can
see people taking one look at the mess on their site and saying, "I want to
browse through what they have, or look for X, and then I want to click on a
button that takes me to a PayPal link.   What's THIS supposed to be?"

Whatever they're doing, it's not commercially clever.
