I don't think there is a ban against emulators by policy. But, I'm sure the
lawyers will somehow find a "perceived" liability. Besides, they are deathly
afraid of any app which might bog down the CPU or crash the OS, thereby
ruining the precious Apple "experience" for Grandma Smith. Case in point,
the lack of iPhone multitasking.

All this being said... it looks as if a Sega emulator may be hitting the App
Store soon:

So who knows? Maybe they will find it in their best financial interests.
But, I'm not holding my breath. Plan on needing to jailbreak.
