Well - the patent app is for shutting down rogue machines.
It does /not/ say anything about "jailbroken" or "untethered" machines.
Nonetheless, there was immediate blog/media speculation that that was Apple's intent.
The innocent purpose is, of course, for tracking/stopping stolen or network-harming machines...
