Have you tried Evernote (Android, iOS, PC, Mac)? It can do most of those things on the Mac/PC versions, and it's easy to add new notes, find notes, file notes into folders even on the mobile versions. It recognises handwriting within notes that you photograph, after syncing to the server, allowing a short time for recognition, then syncing again. So, no handwritten notes entry but if you keep a written notebook, or use whiteboards, you take a photo using the mobile app and a few hours later you can search for handwritten content. It does not convert it to text though, just recognises it extremely well. A paid account allows more than 40mb/mth of storage, and uploading of any file type.
