In that case, you need to know about Digikey (online, very well stocked, overnight electronics supply house), the Microchip PICkit 3 (debugging module), the Microchip PICDEM FS-USB (USB development board).
The PICDEM board has a USB capable processor with enough space to let you experiment, a serial port, and a bunch of other stuff that you won't be using.
The PICkit is a debugging module that you would use to debug your code that you write using the free (as in beer) C compiler and editor that you can download (MPLAB X) .
Cost, about $100 and a bunch of time to climb the learning curve. (A bit worse than learning to ride in a pack, but crashing when you overlap a wheel doesn't hurt as much.)
