It was an online service that Apple put together to compete with AOL, CompuServe and Prodigy. It was designed to be a graphical environment that rivaled the ease of use that the Mac OS was so famous for.

I was surprised to find B&W and grayscale versions of the same image on the original ROM. After upgrading to a grayscale screen, they were obviously not confident enough it would work, so they kept the B&W images just in case? Or for Fax/Print output?
According to Paul, the ROM contains already a lot of (buggy) code for full color graphics.
