For those of us who hate to use 5 instances of SlowDown just to run NCU,

Disclaimers:
* This is a Java application, so it should run on any machine that has 
Java Runtime. I have only tested it on Windows and Ubuntu Linux.
* Only OS 2.0 and newer are supported.
* Only serial port is supported.
* Version 0.1 only has "Install Package" and "Keyboard".
