I can confirm that the Newton Messaging Enabler 1.2 shipped on the Newton Developer CD #14 (Summer 1997). I have a zip file containing the Mac partition of that CD, but all of the dev tool folders (including NME 1.2) are empty because they were aliased on the other disc partition.

The zip archive originally came from Sir Izaac ... maybe he can track it down again?
