If you are running Windows in a virtual machine, it's worth noting that
VirtualBox at least has an "Execution Cap" setting that *may* achieve a
similar result, but without affecting any other applications on the host
machine.

In the VirtualBox settings dialog for the VM it's in the System section,
Processor tab.

I'm not able to test whether this does achieve the same effect, but it's
probably worth exploring if you're already running an older version of
Windows in a VM.
