[NTLK] Einstein on Windows?

I would love to get Einstein compiling on Windows and give it a test drive
on a Surface tablet. Sadly, last time I tried the build would not run on
64-bit Windows 7. I haven't tested it on Windows 10 but the results may be
the same.
