Windows 95, 98, and ME are all fundamentally the same under the hood (Windows 3.1 too), and all fundamentally different from Windows NT, 2000, XP, and everything since. My guess is the reason for the error is specifically because the Win9x OSes still have 16-bit functions which newer CPUs, and the WInNT line of OSes, don’t have.
