That would be what is called Ad hoc as I haven't yet seen an android act as a full wireless router yet. And that is different. You could try it but I REALLY doubt it would work. You would be better off getting a old router that has WEP and can do 802.11b. While they all can do WEP not all these days can still do 802.11b. At least that is the only one that worked when I was using my Newton on the wireless.
To reduce the security problem, get a router where you can lower the transmission (TX) power. That way the person has to be right next to your router for it to work instead of driving by your house lol. Another thing you can do is set it up as a separate network from the rest of your home network. That way if someone does get in, the only thing they can access is your Newton (which they wouldn't have a clue what to do lol) or ride your Internet connection.
