I'm pressure sure you're talking about "ScratchPad 2.0", a real
party-pleaser back in the day. Here's the ReadMe:

ScratchPad 2.0
Version 2.0 of this little funware app makes "scratching" sounds as
you stroke the stylus over the ScratchPad. Simulates the sound made
by scratching a needle on a record, popularized in some forms of
modern music, especially contemporary urban (try RAP).
This version adds many user-selectable scratch sounds and effects like
handclaps and cowbells.
Inspired by Bryan Ressler's "RapMaster" program.
Written by Matt Spolin. Copyright 1994 Cybervision Productions.
