I had this problem.
I deleted the hyphen from the dial-up access number.
976-6398 --->9766398

BTW, I'm using a TDK GF 5660 56K. Hate the RJ11 cable but it worked right out of the box, using '28.8 and faster' setting.
Just ordered the 'cable' for use with Nokia 5190 phone.
