NTLK Newbie programmer questions

Help!
I'm dipping my toes into Newton programming (with very little background)
and I have a couple of questions. Could one of you more experienced
programmers help me?

1) I have both a Mac and a Windows machine available to run Newton Toolkit.
Is one version better/more advanced than the other? Which is the better
platform for basic Newt development?

2) I'm reading about NewtApp in the programmer's guide, but I don't
understand how to access it. Some of the protos they're talking about don't
seem to be available in the Windows version of NTK (v1.6.3) - or else I
don't know where to look, which is quite possible.

Any helpful hints?
