University Texas at Austin does something similar. You don't telnet - but
when you pull up your first Web-Page at a public Ethernet Access point -
you're forced to sign in with a UT-Electronic ID (UTEID)
After that, you get a DHCP Lease on the port for about two hours, then you
have to renew. It's pretty painless on any laptop with a web-browser, I
haven't been back to try it with my newt. I think there may be some issues
with the SSL encrypted web-pages.

Its a different thread, but which Newton-WWW Browser has a fair
implementation of SSL or other secure web-sites?
