Or, the ROM card has become unseated from its slot in transit. Rather simple
to fix if you've ever installed memory in a PC or Mac before.
First, follow the 2x00 disassembly instructions on This Old Newt:

Second, find this board inside:

That's the ROM board in its cradle. To remove it, gently spread the two
plastic arms on either side. The board should pop up. Grab it by the end,
gently lift it until it's at about a 45 degree angle (or until it won't
go up anymore) and then pull it out.
To insert, insert the connector side into the slot at the same angle you
removed it at, until you hit bottom.
Press down *carefully* on the board. Before pressing it down all the way,
check and make sure that the plastic arms are aligned with the indentations
in the side of the board. If they aren't, then the board isn't inserted
into the slot right.
With everything aligned, carefully push down until the arms click into place
on *both* sides of the board. You're done.

This symptom is quite common when the battery is completely discharged. The
Newton in some kind of coma and won't come out unless you help it a little
bit. He should remove the battery and leave the unit unplugged without
battery for a couple of hours. Then, tell him to plug the adapter. Then, he
should try to do a reset. If that doesn't work, he will have to follow the
procedures to do a "hard reset". Instead of tapping "Yes" when the Newton
asks if he wants to completely erase the internal memory, he should tap "No"
if that's really what he wants to do. Personally, I think he should do a
hard reset so the unit would revert to its factory defaults. If he decides
he wants to clear the internal memory, then he would obviously tap "Yes"
when he is asked to confirm.
