Well there are various option: There is a program called FlashCard which is
very basic. A more sophisticated version is of course Paul's Learnfast. I
liked Learnfast a lot, but I would have liked it if it would have some
settings for getting the answer "almost" right. Say you have phrase which has
various translations and you don't get them all Learnfast marks the answer as
wrong.

So I settled for Powertrans which has the additional feature of coming with a
large set of vocabularies. But of course it is not free. In fact it is quite
expensive.
