[NTLK] Newton Works Converter translators

I am trying to convert a Word 5 into a Newton Works doc. The doc file was
generated in Word 98 and saved as a Word 5 file.

When I try to convert the file using Newton Works Converter, it says that I
do not have the correct translators in the Claris Translator folder in the
System folder. Looking in the folder, I do see Word 4-5 translator.

What am I doing wrong?
