!CHGNAME seems to be an autopart - it does not appear as installed package
on a Newt. The only way to return proper English names of built-in
applications I could find is brainwipe. But maybe trashing system soup
might help.
!FULLRUSS should appear somewhere (Extensions?) as a package, it also has
an entry in Prefs which allows to switch it off (reboot required).
