You're missing absolutely nothing. I can't get NCU to
backup and restore properly through XP either. Same
error.

When I start Windows 98 on a virtual machine (I have
microsoft virtual machine), then NCU works just fine.
(Same hardware, different OS.)

What you may have to do is acquire another operating
system to use for NCU. If you're using a USB-serial
adapter, you'll probably need Windows 98.
