If you google, i think that you could find a free ISP.

I am based in UK and when i tried to connect with my Newton over GSM
modem (with my mobile), i had problems as my mobile could not call to
the Freeserve dialup number (a pretty weird number..). so i found a
free ISP.

I think that you could find something similar...
