The "freezing" function is a built in function for the OS. It's use is to prevent duplicate packages from interferring with each other if a memory card has the same software on it as in memory, or you install the same pkg twice. One will be frozen to prevent conflicts. This built in function is invisible to the end user and is available only if a flag is set for to make it visible. Once this flag is set, the application that set it can be thrown away...In this case, it's the Options application that sets the flag.
You freeze packages by first setting the flag. Then you highlight the pkg (use your favorite method) and choose the routing icon. If the flag is set correctly, one of the options is "freeze". If you've never installed the program to set the flag and you have the freeze functionality, then it means that someone else has set that flag for you...I don't think that anything but a brainwipe can reset this flag.

Grant I'm sure I'm missing something obvious in the wiki and on my Newt, but can I Freeze apps without additions such as the 'options package'?

Thanks!
