That may be because the file does not have the "correct" file type.
Some "stupid" Newton apps on the Mac don't handle this right. Get
yourself a Mac program that can change a file's type & creator code,
e.g. "FileTyper" (see versiontracker.com) and use it to change your
package's file type to "pkg " (mind the blank), creator may be left
alone. After that change, you should be able to select your file for
transmission.
