Oh, its "standard" all right. It's called "Quoted Printable". Or more
colloquially "Quoted Unreadable". It isn't supposed to be used in Subject
headers, though. Thank you, Microsoft, for "embracing and extending".

Which is dumb because replies MUST have either an In-Reply-To or References
header for exactly that purpose. Thank you, Microsoft, for reinventing a
