you should be using NIE2 (It looks like you have NIE 1 by what you wrote)

    Netwave.pkg <-- may not need, part of Farallon
    Newton Devices.pkg
    Newton Internet Enabler.pkg
    NIE Ethernet Support.pkg <-- REQUIRED !
    NIE Localtalk Support.pkg <-- REQUIRED !
    NIE Modem-Serial Support.pkg <-- for modems

Download NIE2 from unna and make sure you have the correct packages.
