I can't answer for every state, but in Virginia, it is technically illegal,
although often not enforced. (Just as the law that all traffic must stay
right unless passing is rarely, if ever, enforced.) It can, though, be
construed as "aggressive driving" which in some jurisdictions can net you a
reckless driving charge PLUS a $1000-2000 (or so) fine.
