It's not the message that was rejected that should be linked to, but rather
the message you're quoting. Simply find the message in the archives, copy
the link, insert a statement in your reply to the effect "This message is in
reply to <paste URL of original message here>. Due to that message's length
it is being referenced from the archives vs. quoting."

Fifty lines would be plenty. 21 lines may be a bit short, depending upon
whether siggy lines count. My suggestion would be to plot a histogram or
frequency distribution of message size. That would provide a more objective
basis for drawing the pass/fail line. (OMG! Grading a discussion list on a
curve! :-) ) Assuming, of course, Listar has those stats available.
Another interesting stat would be the rejection rate of messages. Anyway,
that's all very easy for me to say since I don't have to do it...
