Are there, in fact, some developers who have expressed an interest in
having this kind of financial resource available to their projects?

The only mention I've seen thus far was from David Humphreys who
specifically said he preferred to work independently.

The idea of establishing a community development fund may have merit,
but if there are no cash-starved projects waiting in the wings then it
may be ultimately fruitless.
