As this isn't exactly a slow computer, the first thing I would try is
getting slowdown.exe at unna (www.unna.org). This makes your
PC slower, you can start more than one to make it still slower.
If it still doesn't work, maybe there's something wrong with your
cable. For the correct wiring you might want to have a look here:

If the cable is ok, it might be that the Newton's serial port is defective.
Did you try connecting to a Mac?
