Not exactly new. From the chapter on email in the 1993 edition of The
Whole Internet User's Guide & Catalog:
"Use mixed case. Even though some operating systems don't understand
lowercase letters, virtually all modern terminals can generate them. All
uppercase sounds harsh, like shouting. UPPERCASE CAN BE USED FOR EMPHASIS!"
