i've been using 'reflex' to do this amongst other things.

it's a menu utility that allows you to build some custom menus where you
can place various aliases. i like it b/c it also has a set of 'actions' ,
ie: 'print all queued items', 'receive fax', 'connect via appletalk', 'turn
guest on', 'pen width', that are normally several taps away.

fyi: there are a duplicate files at the unna link above, you only need:

actions.pkg
NewtonOs Reflex.pkg
rxprefs.pkg

+ the read me file.

i haven't used dashboard before so perhaps it does something similiar?
