OK, supposing the sun goes behind a cloud. The power output will drop. If
the cloud then moves away, it is theoretically possible for the PV array
to put too much PD across your device (akin to plugging a torch bulb into
the mains, but on a smaller scale). Rare, granted, but its good design
practice to ensure that the device you are powering is protected.
As for 9W - it is possible that you can use less power. However I suspect
that the Newton will detect this, and refuse to co-operate. cf previous
posts/archive/FAQ items about sensitivity to "generic" power adaptors.
